As I read that here, your "wonder" is right on. Capitalism operates on structural violence and the "U" described in the article increases the need for militarization of police.
Right now in San Jose our police abuse advocacy group (Coalition for Justice and Accountability) is taking on a drone purchase by the San Jose Police.
The ACLU is playing an important role in the advocacy. People go to the meetings and try to get the City Council to "rethink."
I do think a more systematic approach to struggle against structural violence needs to occur. And linking that with the "poverty" concern is an important part of that effort ..
