The Not Criminally Responsible Reform Act makes three major changes to the current legislative scheme. The legislation specifically provides public safety to be the paramount consideration in any decision made by a review board. And the board is also specifically mandated to consider the victim or victims of those found to be NCR into account in any decision to discharge the offender or allow for release on temporary passes.

My "temporary pass" expired 10 years later due to my engagement with civil rights activism.

Since I still have a "civil rights fixation" I will mention that the client/survivor movement should take up the "clinical gaze critique" perspective as practiced in places like Trieste in Italy. There the community involvement problematic (including the "civil rights" matter) has been meaningfully engaged, and "forced treatment" no longer obtains as a social practice.
