That concern has been with our movement for several decades now, and is appropriately engaged in the article you cite.
The other issue, less well addressed, is that interpersonal violence needs to be engaged in a different way, so that people are not bullied - by forced treatment or otherwise - into accommodating that.
The "Community Mental Health Act" approach by John Kennedy (1963) violated that concern.
The ongoing work at changing the paradigm is operative in many ways - one clinical location is with the National Partnership to End Interpersonal Violence Across the Lifespan here.
